It's springtime '81, and the Special Operations Bureau in Khanada is shuffling cold cases. Khanada (Hainan Island on current maps) is a hive of corruption, and Detective Koko Song's been posted there because her computer-matched marriage has failed. A once-in-a-lifetime Qilin Moon draws nearer, ushering in a new era.
Song's hooked by a case, the abduction and eyeball removal of a minor, but the Special Operations Bureau has no budget or clearance. Worse - it's full of cops under review. Zeke Luff's about to transfer out. Luff, a weed-smoking skater, can't wait to leave, but he's ordered to babysit Song because she complained about the unit to her mainland bosses.
No leads. Scattered evidence. Yet Song must close the case to save her career although Luff says they're wasting their time without database access. They squabble via their translation chips - Luff furious to lose his transfer, Song outraged by departmental failures. Somehow, though, this crime's becoming personal as they're both burning to get justice for the victim. That won't be easy because they're up against pure evil, and - most chilling of all - that evil could be beyond the reach of the law.
