After a high school lab accident vests young Barney (Scott Baio) with telekinetic powers, does he create a costume and fight for justice? Nah-with a little unwise encouragement from best bud Peyton (Willie Aames), he turns his new abilities to cheating at sports, getting even with bullies, and arranging the random wardrobe malfunction for the girls.
