This is a historical recounting of a senior Canadian federal institution that is responsible for presenting the Government's expenditure plan to Parliament to get its authority to spend on the whole range of programs and services, each and every year. It is the story about an organization that dealt with the thousands of details of administration of the largest employer in Canada, a wide range of operations with the biggest budget in the country, and that part of the federal government charged with looking across and into every corner of the expenditures of those operations - from sea to sea to sea.
