Hicks II, Ph. D. Randolph D.: - Randy Hicks is a down to earth veteran Law Enforcement officer with years of experience in Patrol, Investigation and Undercover Operations. He earned his PhD in police education and training from the University of Southern Mississippi. For over 50 years he has dedicated his life to serving the public and then to serving fellow officers.
