Lesotho and its Governing System. One Leadership of all time. Lesotho is a state party to a number of major international conventions, declarations and treaties relating to democracy and political participation. At international level, these instruments include the International Covenant on Civil and Political Rights, 1966, which Lesotho ratified on 9 December 1992. Article 25 of the Covenant provides that: Lesotho also ratified the International Convention on the Elimination of All Forms of Racial Discrimination in 1966.
