It speaks about the nature of Man and that that nature is righteous, and that, if given the opportunities and environment, Man will choose righteousness. To the contrary, if that nature is not properly guided, spirited, educated and provided proper vent, it becomes a Menace to our society.

The need for service provision is highlighted, as it is difficult to be civilized in the face of despair. Violence is the most extreme expression of poverty, fear, hopelessness and aimlessness; thus in order to offset violence, these issues must be addressed and the most basic of needs must attainable and sustained.
