Shaun Klucznik runs the jail for the Hernando County, Florida, sheriff's office, and wrote Broken Windows Behind Bars about order inside.
He takes the broken windows idea, that small disorder left alone breeds worse, and applies it to jails and detention centers.
The small things
Sanitation left unchecked, sloppy counts, loose supervision and staff who stay quiet about each other: Klucznik argues each one feeds violence, contraband and escapes.
Case studies and working tools cover peer correction, supervisor presence, morale and burnout, accreditation, and where technology should stop and judgment take over.
Who it's for
Jail administrators, detention officers, sheriffs and policymakers, plus criminal justice students. He has worked in corrections since 1997 and leads the American Jail Association for 2025 to 2026.
From the publisher
Sustainable correctional culture is not created by chance. It is built, maintained, and defended every day-one detail at a time.
Correctional facilities are among the most complex and high-risk environments in public safety. Jails are responsible for protecting staff, maintaining order, safeguarding inmates, and preserving public trust-all while facing staffing shortages, mental health crises, digital contraband, and increasing scrutiny.
Yet many facilities fail for the same reason: small lapses in discipline, professionalism, and accountability are ignored until disorder becomes normalized.
Broken Windows Behind Bars: Transforming Jail Operations Through Order and Accountability applies the widely recognized Broken Windows Theory to the unique realities of jail and detention operations. Written by Shaun Klucznik, a career corrections professional since 1997 and President of the American Jail Association (2025-2026), this book provides a clear, experience-based framework for building sustainable order inside correctional facilities.
Klucznik draws from decades of jail leadership, staff training, and operational command to show how minor infractions-unchecked sanitation issues, inconsistent counts, lax supervision, and silent peer culture-create conditions for violence, contraband, escapes, lawsuits, and institutional collapse. More importantly, he shows how correcting small details consistently creates professionalism that endures.
This book goes beyond theory. Through real-world case studies, leadership analysis, and practical tools, readers learn how to:
- Apply Broken Windows principles to jail operations and detention facilities
- Build accountability through peer correction and supervisor presence
- Strengthen staff morale while reducing burnout and turnover
- Prevent security failures before they escalate into crises
- Integrate training, policy, and accreditation into lasting culture
- Use technology as a support tool without undermining human judgment
Broken Windows Behind Bars is written for jail administrators, detention officers, supervisors, sheriffs, policymakers, criminal justice students, and public safety leaders who want practical solutions-not temporary programs.
This is not a book about punishment. It is a book about professionalism, safety, and ethical responsibility. When order is enforced consistently, jails become safer for staff, more stable for inmates, and more credible to the communities they serve.
He currently serves as Jail Administrator for the Hernando County Sheriff's Office in Florida and as President of the American Jail Association (2025-2026), where he works to strengthen professional standards, training, and support for correctional staff across the nation.
Beginning his career as a correctional officer, Shaun rose through the ranks to command one of Florida's most recognized detention facilities. His leadership emphasizes accountability, professionalism, and the principle that correctional safety begins with attention to detail.
Shaun is also an educator, serving as adjunct faculty in philosophy and ethics, where he brings the lessons of leadership, responsibility, and resilience to students entering careers in public service, healthcare, and criminal justice. His academic background includes a master's degree in philosophy, with a focus on ethics and decision-making.
Drawing from his personal journey, professional command experience, and years of training officers and supervisors, Shaun developed Broken Windows Behind Bars to provide a framework for correctional leaders and line staff alike. The book combines theory with practical application, using real-world case studies to illustrate how small details create-or collapse-order in a correctional facility.
Dedicated to those who serve in jails and prisons every day, Shaun's work champions the belief that corrections is not only about custody; it is about culture. Order, professionalism, and accountability begin with staff ownership of the smallest details.
